Initial public release (changes related to phase choices)

v1.0.3 makes changes to the SWSpheroidal paclet. These changes do not change the results produced by any of the KerrModes paclets. It does change the methods that can be used to fix the phase freedom in the spin-weighted spheroidal functions. SWSFfixphase has been changed to try to correctly handle all special cases. Two new routines have been added to remove discontinuities from the phase choice for sequences of solutions.
