Initial public release (changes related to ordering of angular eigensolutions)

v1.0.4 makes changes to the SWSpheroidal paclet. These changes do not change the results produced by any of the KerrModes paclets. It does change the ordering of the eigensolutions to the angular Teukolsky equation. In prior releases, the ordering was determined by the Real part of the eigenvalues. This has now been changed to ordering in terms of the Magnitude of the eigenvalues.
