feat: establish v0.14 scientific domain foundation

Summary

• add a domain-neutral semantic context with concepts, claims, relations, and evidence
• introduce pack schema v3 with dependency/capability validation and migrate the five legacy packs
• add exact quantity, unit, and dimension analysis plus mechanics, circuits, and control pilot packs
• add 150 engineering corpus cases, vertical calibration, and release-WASM parity
• keep the quantity wire contract total so direct declarations cannot crash typed hosts
