feat: deepen domain intelligence and quality gates

Completes the v0.15 Semath depth and quality work without broadening edit authority.

• expands mechanics, circuits, and control systems into coherent typed law families
• promotes three high-value targets in each established mathematical pack
• preserves hard refusals and untouched holdouts while extending coordinated English shape declarations
• adds pure field/domain/topic/capability scorecards with versioned zero-defect budgets
• verifies all synthetic formula and prose cases through native/WASM parity
• releases the remote-built Linux WASM artifact as 0.15.0

• 92 Rust tests and 49 TypeScript tests
• 486 exact formula queries and 180 exact prose queries
• 2,822 native/WASM parity queries
• zero known false definitions, references, diagnostics, or edits
