feat: complete v0.11 domain pack platform

Summary

• replace pack-specific activation/pattern/rewrite decoders with one schema-2 built-in pack loader, validator, and bounded primitive registry
• expand linear algebra and probability and add calibrated calculus, optimization/ML, and discrete-math packs (68 entries; 59 recognition-only)
• add localizable recognition metadata, maturity/status/verified conditions, pure Worker lifecycle policy, repeated-crash containment, and real-world syntax/range coverage
• publish semath/packs, pack conformance tooling, clean tarball Worker/LSP examples, compatibility policy, and remote x86_64 release-build documentation
• ship the remotely built 0.11.0 WASM artifact and enforce native/WASM parity, zero-edit authority for recognition-only entries, calibration, performance, checksum, and package-install gates

• 68 catalog entries calibrated; zero known false links/edits
• 59 recognition-only patterns × positive/action/unfinished = 236 native/WASM safety queries
• mixed 59-file reset 175.79ms, query p95 0.02ms, max response 5,266B
