Added

  • ConfigSeedStrategy.LoadIfHashDiff — cold-start seed strategy that treats the bootstrapper's version as a stable Major.Minor branch and lets the framework own the patch. The loader reports Major.Minor (reported patch ignored; null → latest branch in the registry); if its bytes differ from that branch's latest patch, they publish as Major.Minor.(latestPatch+1), identical content is a no-op. Lets baked/derived config content auto-produce a new patch on a content change without a manual bump.
