Bug Fixes

  • sandbox: Spill placement on resource ceiling rejections (61aadf2)

A CreateSandbox rejected with CWSANDBOX_RESOURCE_CEILING_EXCEEDED now counts as a spillable primary failure for placement_spillover. The ceiling is set by the policy the primary placement mode resolved against, not by the request, so the alternate mode's policy may accept the same spec. Every other INVALID_ARGUMENT reason stays terminal and still never spills.

  • sandbox: Validate spillover rejection metadata (398482a)

Require the error domain and transport status to agree with a spillover reason. Raw reason strings alone must not trigger an alternate create or reset an ambiguous create's request ID, which could duplicate a sandbox.

Cover resource-ceiling failures in both directions, field-level error details, strict placement, and request-ID reuse after failed attempts.
