Library and JIT support for string slicing and splicing for strings and lists (using [start:end] syntax), UTF-8 support for string indexing and concatenation, and exceptions thrown by library do not crash running interpreter executable under Windows.

Size of uncompressed abaci.exe is 27,149,824 bytes.
