[5.x]: matrix field settings for CM show behind input when no matrix block created

What happened?

Description

For a content manager user the settings are shown for the matrix field, however if there is no matrix filled in yet the settings are behind the input.

When there is a matrix field filled in the copy option is shown as it should:

Steps to reproduce

1. create a matrix field
2. add it to an entry and try the settings for the field

Expected behavior

Just as with other blocks show "Copy value from site..."

“Copy all entries” is not the same button as “Copy value from site…”.

Matrix fields don’t support the latter button.

“Copy all entries” is conditionally shown based on whether there are any nested entries to copy.

That’s awkward if there are no other menu items, though, so for the next release I am having the button always be shown, and instead disable it when there are no nested entries.
