Fix: min_time_between_changes no longer blocks position updates when the matching rule has changed since the last move. A rule transition (e.g. Day -> Night) is a semantic state change, not rate-limitable noise, so the new target is applied immediately. The position-change hysteresis (min_position_change) remains active as a noise filter. Prevents delayed shutter closing when a high-priority night rule kicks in shortly after a daytime rule last moved the covers.
