Summary

Rides the Chronicle 18.1.3 patch on top of main's migration to the 18 contracts (de5d934) and aligns the Host base image with it.

18.1.3 removes the 16.45 contract-surface restoration that briefly shipped in 18.1.1/18.1.2, so the client's descriptor no longer advertises services the kernel does not serve. The Host Dockerfile's cratis/chronicle base image tracks the same release, keeping the bundled kernel and the client from drifting apart (the drift the props file's own comment documents from 3.6.0).
