Release v2.3.0

This is a small update for ProxLB shipping some fixes and adding some smaller new features. Please find the changelog for further information. ProxLB can be upgraded in the usual ways via the Debian repository, the deb files or the container images.

• Cast node names when comparing to lower case as tags within the PVE API cast all strings to lower which affects node pinning (@gyptazy). [#127]

• Replace the (average, max) tuple returned by get_*_rrd_datasets() with a generic RrdDatasets container (@dlucredativ and @archandha).
