The planning records are out of the repository. Nothing a user installs ever
read them, and the only things that did were tests.

Removed

  • .planning/ from the repository. The 269 tracked planning files are gone
    and /.planning/ is ignored, so a working planning directory stays local.

Changed

  • Tests that read those records now build their own. The /cad-why tier
    and join tests make their close in a temp repository, the record parsers take
    verbatim excerpts inline, and the PHS-02 status check runs against a roadmap
    in its own directory. Thirteen tests that checked only this repository's
    records, or repeated a case a built fixture already covers, are deleted.
