Fixed

  • A torn .eslintrc.json / .eslintrc was silently swallowed, dropping its
"broken config" signal. The JSON eslintrc reader alone caught JSONDecodeError
with a bare pass and recorded no parse_warning, while the .eslintrc.yml,
.eslintrc.js, tsconfig and rubocop readers all record one -- so a malformed
.eslintrc.json (the format a NestJS scaffold ships) read as "no eslint config
declared", and the orchestrator's elif "eslint" in parse_warnings branch was
dead for JSON. The reader now records malformed JSON in <name>: <err> and the
source, mirroring the other formats, so a torn config surfaces its warning in
rules.json. This is the same GAP-030 class the v4.4.46 python_format fix
addressed; that commit's claim that "eslint wires this through" was only true
for the YAML/JS formats, not JSON. Verified end-to-end on a fresh repo with a
    torn .eslintrc.json. Found by the step-7 clean-room re-verification on a
brand-new NestJS fixture. (Prettier has the same bare-pass in its JSON reader
but no orchestrator consumer, so it produces no user-visible signal either way
    and was deliberately left unchanged.)
