feat: add control-plane deployment kit scaffold

Summary

• add control-plane deployment kit scaffold under docs/deployment-kit/control
• add lane env templates for lanes 01-10
• improve Flow create-project error handling coverage in unit tests
• ignore deployment-kit pycache/env noise and extension metadata build artifacts
• enforce LF for shell scripts so control script tests pass cleanly on Windows + WSL worktrees

Verification

• control scaffold tests on the clean PR branch: 29 passed
• project API tests: 3 passed

Notes

• this PR is intentionally separated from the lane-02 worker hardening work to keep review scope smaller
• recommended merge order:
  1. #15 control-plane scaffold
  2. #14 lane-02 same-VM worker hardening
