fastf 3.17.1: Describe, from anywhere

A project's description could only be edited from its row in the detail
pane, so the command palette could not find it and the action menu did not
list it. Both do now.

Describe the project

Press d on a project, open its action menu, or press c and type
"describe": Describe the project puts the cursor on the description in
the pane and opens the line, the same edit Enter on that row opens. Change
it and press Enter, or empty it and press Enter to remove it.

Where the pane is switched off, the line opens in a small prompt instead,
with the current description already in it. A description belongs to one
project, so with projects marked the command is greyed out and says to clear
the marks first.

Nothing else changed.
