Bump the workspace version and the internal dependency pins to 0.3.0 and open
the 0.3.0 changelog section. This is a breaking release: the Store write
contract now returns affected-row counts, SagaStore gained a keyed get_saga,
and the UserData type and the withdraw saga step were removed.
