Review most resources when it comes to observe/import.

Fixed the fact that the upstream Terraform provider for Atlas uses a different ID formats for import vs state. With these changes, we produce plain import IDs now.

Configure SSA for nested lists to avoid reconcile issues.

Also, refactor external name config and review most of the resources.
