Adds a Commitments link to the site footer, pointing to the existing
/commitmentspage.Placed in the footer's Resources column (alongside Why xNet, Compare, Roadmap, etc.), matching the footer's relative-path convention so it resolves correctly across local/staging/production. The Commitments page was already linked in the top
