Version 0.1.2 released

This release includes bug fixes and progress loading MNE data into Rust types. The library can now read more than 15,000 tables from the Direct Investment and AMNE datasets.

The Rust Edition has moved to 2024. Since this library does not use any of Rust's advanced features, this update was a no-op.
