Heritage offline CLI - v0.3.0

All Changes

• Bumping to v0.3.0.
• Adding a new command: delete-wallet, allowing to completely delete a wallet from the internal database.
• Changing the way the -w or --wallet-name argument is handled; it can now be passed as a global argument in addition to remain a per command argument. If it is specified both as global-level and command-level argument, the command-level argument will take precedence though it is ill advised to use both at the same time.

• Changing the workflow so that the Windows artifact is a zip file
• Correcting Release publication workflow so it generates correct download URLs. Adding a new install section in the README
• Adding a release Github Actions workflow
• Adding content to README.md and disambiguating LICENSE attribution
• Adding the rust-toolchain.toml file and changing .gitignore to ignore Nix dev-shell related stuff
• Adding an option to generate a wallet from cmd-line provided entropy instead of using the local PRNG. Bumping version to v0.2.0
