Description
Changed METER mtrSubMeterMults variability from constant to hourly and changed LOADMETER lmtSubMeterMults variability from constant to subhourly.
These changes allow variable-valued expressions to be used for multipliers and thus support e.g. peak-period or seasonal accumulation of energy use and loads.
Test case submeters.cse enhanced to include some non-constant multiplier cases.
Documentation modified to reflect changes.
