Loom 0.23.0 is the public pre-1.0 analyzer and transfer-planning release.\n\nHighlights:\n- Clarifies the v1.0 target as analyzer, generator, and translator.\n- Publishes the project under the 0BSD license.\n- Adds public contribution, security, support, testing, release, and policy docs.\n- Adds GitHub CI, Dependabot, issue templates, and pull request template.\n- Expands the sample workflow with manifest, visual profile, analysis, audit, transfer, parity, and visual-parity reports.\n- Includes font inspection, visual parity, output overwrite guards, and parser/diagnostic hardening work.\n\nCurrent status: analyzer and transfer-planning foundation. Generator and project workflow commands remain release-blocking work for v1.0.0.
