Feat: add part_blocked and document_blocked events#49

Add PartBlockedEvent and DocumentBlockedEvent, fired after a part or document has been blocked (status set to 170). Wire them into the event unions, exports, JSON schema and reference docs. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
