3.4.0-beta - Ruuvitag support (2nd attempt)

This release adds Ruuvitag support again, as a 2nd attempt. In the first attempt, there was a problem with the pypi package ruuvitag_sensor, which downgraded the pypi package rx, as it required a version < 2.0. This caused issues with other HA integrations, like InfluxDB, which was using the latest version.

So, In this second attempt, I do not make use of ruuvitag_sensor anymore, I just wrote the parser myself (based on the info from ruuvitag_sensor), to avoid dependencies.

It support Data Format 2, 3, 4 and 5. Data Format 8 is not supported, as it is experimental, as far as I understand.

Please report your findings if it is working (or not) here, as I don't have this sensor myself to verify.
