Truncation disclosure and facet-window fixes

  • eia_dataframe_query surfaces row_limit truncation via a new truncated field, distinguishing it from the preview cap (#40)
  • eia_describe_route: a values_offset past a facet's last value returns a notice naming the count and last valid offset, instead of an empty window shaped like a complete one (#42)
  • eia_describe_route: content[] and structuredContent now render the same facet-value window, and format() drops an alias that only restates id=name (#43, #46)
