Facet null-handling and blank-identifier fixes

  • fetchFacet drops a facet value only on a null id; a null or absent name now falls back to alias, then id — un-hides electricity/state-electricity-profiles/meters's technology facet (0 to 4 values) and electricity/facility-fuel's primeMover (0 to 21) (#47)
  • eia_describe_route's format() quotes a blank facet-value id/name so a whitespace-only identifier stays visible and copyable in content[] (#48)
