SDK v2 adoption and opt-in canvas cleanup

  • Serves the 2026-07-28 protocol with strict root tool inputs and aligned output/error contracts.
  • Adds opt-in fema_dataframe_drop; eight tools remain callable by default and FEMA_ENABLE_CANVAS_DROP=true exposes the ninth.
  • Aligns local and container deployments on explicit stateless HTTP serving and refreshes Docker, MCPB, test, and community metadata.
  • deps: @cyanheads/mcp-ts-core ^0.10.14 → ^0.12.3; typescript ^6.0.3 → ^7.0.2
