ship the NOTICE file in the npm tarball

Fixed:

  • NOTICE added to the files array in package.json — the AMA/NUCC
    taxonomy attribution added in 0.1.6 now travels with the published
    tarball, and the NOTICE link in the README resolves for npm consumers (#2)

94 tests pass; bun run devcheck clean.
