canvas-less bounded preview, forecast spillover

  • openmeteo_get_historical, openmeteo_get_ensemble, openmeteo_get_flood, and openmeteo_get_climate return a bounded preview with truncated: true instead of an unbounded payload when CANVAS_PROVIDER_TYPE is unset (#28)
  • openmeteo_get_forecast adopts the same spillover pattern, becoming the fifth staging tool (#29)
  • docs/design.md, README, CLAUDE.md/AGENTS.md, server.json, manifest.json, .env.example, and .codex-plugin/plugin.json updated to match, plus a docs/design.md Tools table fix (6 of 11 tools listed, now all 11)
