Europe PMC record fetch, full-text character budgets

  • New pubmed_europepmc_fetch tool (11th tool) resolves complete Europe PMC records by source + epmcId — the retrieval path for preprint, patent, and Agricola records that carry no PMID or DOI (#83)
  • pubmed_fetch_fulltext gains maxCharacters, maxCharactersPerSection, and overflowMode budget controls, with a truncation output reporting per-article and per-section counts (#81)
  • pubmed_europepmc_search abstract snippets flag truncation via a new abstractTruncated field (#83)
  • Character cuts across both tools are now surrogate-pair-safe via a shared slice helper (#93)
