- Framework minor bump: issue-cleanup release, no runtime breaking changes.
  Picks up ZodError message flattening + structured data.issues (#55),
  locale-aware format-parity digit separators (#54), and the devcheck
  changelog-sync crash fix for single-file CHANGELOG consumers (#51 —
  filed from this repo during the 2.5.4 cycle).
- Phase A: 5 skill version bumps synced (api-linter 1.1, maintenance 1.5,
  release-and-publish 2.1, report-issue-framework 1.3, report-issue-local 1.3).
- Phase B: .claude/skills/ and .agents/skills/ refreshed end-to-end.
- Phase C: scripts/devcheck.ts resynced.
- CLAUDE.md / AGENTS.md: security-pass wired into What's Next + Skills table.
- .github/ISSUE_TEMPLATE/: bug report + feature request forms scaffolded.
- 409 tests passing; devcheck green across 11 checks.
