VwGH collection filter, legacy gazette fallback, per-route miss guidance

  • ris_lookup_citation sends a court-specific Sammlungsnummer filter for VfSlg/VwSlg collection citations — VwGH's labelled undotted cite matched nothing under the prior bare-number filter; a part-letter-less VwSlg match spanning two decisions now reports both rather than resolving to the first (#25)
  • A state LGBl. citation predating that Bundesland's e-Recht switch now falls back to the legacy Lgbl gazette series on a zero-hit LgblAuth resolution (#27)
  • Gazette miss guidance is composed per route instead of one shared string sent to all four miss sites (#28)
  • citation-formats.ts and courts.ts reference entries corrected to match
