Caller-facing search rejections and page-overshoot recovery

  • Local rejections on ris_search_case_law, ris_search_gazette, and ris_search_announcements now name the caller's own parameter and value instead of internal service identifiers and RIS application codes (#29)
  • All five search tools lead their invalid_query recovery hint with an out-of-range page as a cause (#30)
  • docs/design.md's invalid_query rows reconciled with the shipped text
