draft materials, document_url, and a re-derived outline budget

  • ris_search_drafts records carry materials — the Erläuterungen, Textgegenüberstellung, Vorblatt/WFA, Begleitschreiben, and Attachment annexes filed with a draft; ris_get_document fetches one by its materials[].urls entry, the only route to it (#26)
  • ris_search_drafts and ris_search_announcements records carry document_url, the RIS web view — the only browsable surface for PDF-only council minutes and ministerial decrees (#32)
  • ris_get_document's outline budget drops from 500,000 to 40,000 bytes, re-derived against live sampling after the screen-reader-twin strip halved rendered byte counts; the partial-section-match notice now names candidate sections instead of promising an unreachable re-call (#31)
