Workspace persistence and coordination fixes

  • Persist workspace rosters across local processes and restarts, with bounded startup contention and shift://status{?workspace} reads (#6).
  • Deliver committed roster changes from either protocol era to matching modern subscribers once (#2).
  • Report actual check-out removal and point no-op results to the selected workspace roster (#3).
  • Deliver check-in coordination guidance on both output surfaces once (#5).
  • Keep roster table rows intact and accept case-insensitive ASCII worker IDs (#1, #7).
  • Align install configuration and framework guidance; Bun package-manager and Docker images 1.4.2 → 1.4.3.
