mcp-ts-core ^0.10.9 maintenance

Framework-maintenance release — re-synced scripts, skills, and devcheck guards. No source or tool-behavior changes.

Changed:

  • devcheck gains a Dependency Specifiers check (scripts/check-dependency-specifiers.ts) flagging non-pinned version ranges
  • Framework scripts and 14 project skills re-synced to the ^0.10.9 toolchain

Dependency bumps:
