MCP SDK v2 and request-aware NWIS retries
- HTTP now serves MCP revision 2026-07-28 alongside 2025-era clients, rejects undeclared root tool-input keys, and advertises the standard error envelope in tool output schemas.
- NWIS calls carry request context through timeout and retry helpers for cancellation and correlation.
- Stateless deployment config, portable MCPB cleanup, current tooling and skills, and security contact metadata are synchronized.
