Docker multi-arch build fix

  • Build stage now runs on the native platform (--platform=$BUILDPLATFORM) — Bun 1.4.0 aborted under qemu, crashing the amd64 leg's tsc step
  • Brings the published tag and npm tarball back in sync with the fix; the shipped Dockerfile can build multi-arch again
