Named Sandboxes (Get-or-Create)

Both the sync and async clients now accept an optional name parameter in create_sandbox(). When a name is provided, the API uses get-or-create semantics — if a running or pending sandbox with the same name already exists, it is returned directly instead of creating a new one.

sandbox = client.create_sandbox(SandboxType.POSTGRES, name="my-db")

Improved Sandbox Provisioning

• create_sandbox() now returns immediately if the sandbox is already in a non-pending state, skipping unnecessary polling.
• Sandboxes that fail to provision now raise Dev2CloudApiError immediately instead of timing out.

• Added test suites for both sync and async clients.
