Fixes

Restores Browser-first IDE opening after the Companion restarts while Codex
Desktop 26.721.30844 is already running.
Recovers and validates Codex's active random loopback CDP port from the
running process instead of requiring another Codex relaunch.
Treats the authenticated Browser clientReady handshake as the source of
truth because this Codex build can return null from window.open after
successfully creating the built-in Browser tab.
Extends the Browser startup allowance to 12 seconds while retaining native
fallback when the authenticated handshake does not arrive.

Real Open IDE handoff into the Codex built-in Browser.
Real Workspace, file tree, Monaco editor, and local runtime state loaded
