DagCore Miner 1.3.1 — Windows support

Adds a getting-started guide (README.md) to the Linux kit, and documents --dashboard-dir.

DagCore Miner 1.3.0 — Windows support

Windows support. The miner now runs on Windows with NVML readings (temperature, power, clocks),
a portable layout (config.env, dashboard and token live next to the .exe), and clean shutdown
on Ctrl+C or window close.

Also fixes a deadlock present since v1.0.0 on both platforms: opening the dashboard could freeze
the miner while it was mining.

Tested on RTX 3050, 3060, 3060 Ti, 3070, 3070 Ti, 3080, 3080 Ti, 3090, 3090 Ti, RTX 4060, 4060 Ti, 4070, 4070 Ti, RTX 4500 Ada and Intel UHD 620. The miner is OpenCL, so NVIDIA,
AMD and Intel cards should work, plus CPU mining.

Note: on Windows the driver refuses clock offsets from the miner. Use MSI Afterburner (NVIDIA) or AMD Software: Adrenalin Edition (AMD) for tuning.
