/Admin abililty to add users to an organization

Currently in the /Admin Users tab there is a list of users with Actions on the right.

Would it be possible to add an action titled 'Add to Organization' that allows a user to be added to an Organization from the /Admin page?

Impossible. This action needs an unlocked admin/owner user account which has access to the organization-key.
Vaultwarden does not encrypt or decrypt anything.
