PVR-04A: refine decision surfaces

Goal

Refine primary decision surfaces on top of the stable PVR-03 shell while preserving the settled task model and evidence semantics.

Changes

• Overview hierarchy is more evidence-first and compact;
• tested-model evidence remains primary while Recent runs is secondary activity;
• completed Campaign pages now read in task order: status -> Results / best-fit decision -> completed progress -> candidate Runs;
• active Campaign pages remain progress-first;
• recommendation emphasis uses existing policy-backed evidence only; no aggregate score or hidden weighting is introduced;
• fixed the Campaign Results accessible region label;
• J0 browser coverage now asserts that terminal Results precede completed progress in DOM/reading order.

Ownership

This branch owns Overview / Find best setup / Campaign page composition only. Shared tokens, primitives and AppShell are frozen.

Validation

Current head must retain Repository Validation, PRE_REAL J0-J9 and packaged-product evidence. The accepted v0.5 Overview pixel golden is intentionally obsolete during this refactor and is not weakened or refreshed here; PVR-08 owns the eventual bounded golden replacement.
