ARM64 browser runtime: pre-dispatch action recovery

Runtime pinned by released Humanish 0.99.1. Keeps the browser-control connection open
when an action is explicitly rejected before dispatch. Other failure handling
is unchanged. Built natively with the maintained runtime recipe and matching
sources by workflow 36064181885 at source commit
0cdfb38.

The equivalent control change passed a real Linux x64 Firecracker recovery and
app study. This build receipt does not claim a new live Mac acceptance run.

Sources contain matching Debian packages, guest/runner notices, kernel and
Firecracker sources/configuration, and the Humanish source archive. Reassemble:
