Fixed the REST API so that configured yt-dlp arguments are honored for transcript requests.
Passed flag and configuration arguments through to the YouTube plugin.
Applied plugin arguments to both plain and timestamped transcripts.
Added server wiring tests to verify yt-dlp argument propagation.
Documented configuration support for the REST transcript endpoint.
