PR #2201 by ghrom: feat: refresh Ultimate Law patterns to current doctrine, add judge_ultimate_law
Add judge_ultimate_law pattern: derives ethical verdicts by applying the Ultimate Law framework's executable rulebook stratum by stratum — deny-by-default consent, derivation chains, integrity constraints, and a falsifiability line naming the fact that would flip each verdict.
Refresh ultimate_law_safety to the framework's current doctrine: the Law quoted verbatim, consent channels, and new Forfeiture and Theft-by-withholding definitions (proportionality measured in kinds of harm; inability is never theft).
Refresh audit_consent with the consent-channel threshold test (words, conduct carrying intention, agreement, or prior permission — otherwise there is no consent to audit) and doctrine-grounded revocability.
Register the new pattern in pattern descriptions and extracts JSON files, categorize it under ANALYSIS and CR THINKING in suggest_pattern, and update pattern_explanations.md with renumbered entries.

Added an optional Serply web search plugin (SERPLY_API_KEY) exposed through the new --serply_search flag, which runs a Google search and appends the results to the chat as markdown alongside the existing Jina scrape_question tool. Installations without configuration remain unchanged.
Refactored the Serply integration to use a shared HTTP client with a 30-second timeout, removing per-instance client configuration.
Simplified Serply request setup and removed the custom Fabric User-Agent header so requests use the default HTTP User-Agent.
Documented the --serply_search flag in the README and added it to the shell completions.
Updated search tests to use the shared HTTP client and dropped the obsolete User-Agent assertion.

Added five Chinese-language workflow patterns across the relevant suggestion categories, covering summaries, reviews, translation, and poetry.
Introduced deconstructive, rhetorical, and philosophical analytical lenses for text analysis.
Documented eight additional patterns in the suggestion catalog, including descriptions, category tags, and prompt extracts.
Renumbered subsequent catalog entries to accommodate the eight new additions.
Updated the changelog with the entry for this release.
