CookieConsent v3.1.0 — CookieChimp focus fix

Based directly on upstream CookieConsent v3.1.0.

This release adds one targeted fix: focus managed inside #cc-main uses preventScroll, preventing an unstyled or late-styled consent modal from moving the host page. Focus restoration to elements on the host page retains the library's existing behavior.

No package-version bump or unrelated fork changes are included. This tag is intended to provide a stable jsDelivr URL while the fix is proposed upstream.
