Remove blocking 100ms delays from SCSI command handlers

The MsDelay(100) calls added in f86a166 block in IRQ context during
UNIT_ATTENTION handling, causing USB 2.0 hosts to timeout or miss
transfers after disc swaps. The SCSI protocol handles UNIT_ATTENTION
flow without artificial delays.
