* fix: review comments
* fix: update port detection and add e2e-windows-docker-desktop
adds enhanced port detection and only shutting down wsl when WSL is
holding the port.
the e2e self-hosted suite with a new init on docker desktop / wsl2
* test(e2e): run windows docker desktop init tests in their own job.
